  • Critics of unemployment insurance programs argue that cash assistance to low-income families creates a welfare culture where people grow complacent and get used to receiving handouts and welfare as an alternative to working. One of the purposes of the Temporary Assistance for Needy Families (TANF) provided by the Washington State  Employment Security Department is to dispel this idea and show how well designed employment services can help workers regain their confidence in themselves and prepare them to return to the work market.  Just last year, over 10,500 people who joined the TANF program found work. How does this program work? How can you apply for it? What services does it provide? Where can you find more information? This article will answer these and other questions to help unemployed workers receive the help that is rightfully entitled to them and escape the vicious circle of welfare dependence.

    What the Program Offers

    The Temporary Assistance for Needy Families is a partnership between the Employment Security Department of Washington State, local community organizations and several state agencies to help parents of low-income families receive the financial assistance and training they require to enter the work market again. Although the financial aid in the form of cash assistance is an important part of the program it is by no means the only service it offers. In fact  the main purpose is to help needy families receive the training and skills to be self sufficient so they will no longer require help from welfare services. This is achieved by providing support in key areas that aid a worker’s return to the workplace such as the training of work skills, employment services and day care programs.

    Employment Services

    The first step needed to provide valuable employment services to workers is to assess the work skills of workers and their readiness to start work. This includes promoting good work ethic and providing the training, experience and skills necessary to succeed in today’ competitive work market. These services include: 1) One-on-one management and assessment by experienced counselors and job coaches. 2) Competency workshops at Workforce Solutions centers and help developing a well written resume. 3) Access to large employment databases and referrals for employment when there is a good opportunity. 4) On the job training and and education for workers looking for job-development opportunities.

    Work Skills

    The TANF program does not only provide training in employment related skills. It provides a holistic approach to education that deals with parenting skills, as well as education and good work values. The program also helps parents assess their skills and the current employment market to find careers and jobs that are projected to grow and offer good wages and benefits.
